The trick is to keep blaming anything and everything except for the supposed technology. Swindlers know that above all, the plastic-to-oil technology must be held sacred for investors. Alternative excuses can be dished out for years as long as investors keep believing in the 'just bad luck over and over' thesis. PTOI itself is closing in on a decade of excuses why they just can't quite get a processor into productive operation despite their statements and signed contracts which (mis)lead investors to believe that the technology's economics are fantastic.
Plain and simple, the economics simply don't work on converting plastic to oil. It's expensive to sort plastic out of the waste stream and, once separated, the plastic is more valuable (and greener) when sent to recyclers.
