I have an idea for the infamous #27663194402-322206 numbers.
If you do a google image search for those numbers https://www.google.com/search?q=%232766319440...mp;bih=782 here . It shows images from the pecos county website along with some from Excelerate Energy.
The images from the pecos county website are located on the search page of that site. Could the numbers be some sort of business listing or license in pecos county? The S-1/a alludes to another subsidiary of MMEX being created for the refinery.
