For me personally, with financing news of substance, a nickel again to start, how high over that I don't know, depends on the hype it generates. I wager its reasonable to figure financing for one phase could equal the hype of the initial idea though.
Beyond that boom from a financing agreement, you will start getting into the nity-gritty of the real refinery plan and the profitability of the CDU in the interim. A CDU is not a particularly flexible unit, so profitability will fluctuate and that would cause swings in the pps. But that is many months more out.
If there is not news enough to get to a penny consistently and an RS does take place, it depends on the severity of the RS. If news does not shortly follow to validate the new price though, then there will be a significant sell off in my opinion, more than 50% of the new price. In my opinion that is the worst way this could play out, as it would not only hurt wallets, but more importantly hurt shareholder trust/confidence. You would lose a lot of current investors and have to replace them with newly attracted ones to recover demand.
That's my take; I have no qualifications other than the right to my own opinion lol.
