I think your post should be removed. You statement is ridiculous.
If the company wanted to eliminate any or all of the previous shareholders, they would have done a RS of 20,000 to 1, or something to that effect. Why would he want to do two and go through the process twice.
What makes more sense is that the company analyzed how small of an RS was needed to bring in the many partnerships, alliances, assets and new money into the holding company. The result of their well thought out plan was the 100:1 RS. Their plan is to go to NASDAQ, not to eliminate shareholders.
They want to grow the company into a powerhouse like Alibaba, Tencent and the other companies on the list, that they presented at the annual meeting, that they are comparing themselves to.
