Your broker is legally OBLIGATED to get you the lowest price. He can not give you sales at 08 if he can fill you lower, if he did he would be breaking the law by manipulating the pps ( MMs can get away with it but your broker can not). Additionally, there is no requirement for an exact trade amount to be matched if your order is not AON.
