Still, the authorized and issued common shares have steadily risen since the beginning of 2017:

Per the filed 10-Q and K’s (TPAC)
Common Shares Issued and Outstanding:

4,499,880,936 as of February 1, 2017
4,808,880,936 as of March 21, 2017
6,505,445,849 as of June 8, 2017
8,221,993,015 as of September 15, 2017

It is part of the reconstruction process to have shares purchased and stored in a "hold" account in the ICB. Those are supposed to be bought back at market price at the end of the reconstruction (September 2019) and then deauthorized. It's just not apparent how many of the obviously higher number at this point in time are being held by the ICB.
If I remember correctly, up to 8.5 billion would be headed for the ICB.

So when the 10-K comes out, don't be surprised by the increase in issued shares. If the majority are being "held" in the ICB and not being traded then the pps of TPAC can move based on around 4 to 5 billion common shares.
It would be nice to get an update on the float on the OTCMarkets site.
As of 2016 it was around 1.9 billion common shares.
