Steve knows that in order to get this moving again, he has to complete the move/FINRA/name change/share reduction/etc.
In order to do this, he needed to clear the DE debt, which up until a month ago, even he had no idea existed.
My guess is that we saw dilution this week in order to cover that debt and move on. Necessary evil.
We're going to hear about this soon, IMO.
