I believe they've been in discussions, but nothing is "official" at this time -- in my opinion.
The only reason to attend a conference like the one in February is to raise money for operations, studies, etc. So, yes, I also believe they're going to give us some news/updates PRIOR TO the conference as a means of getting the share price higher, build some hype, and then offer investors a Private Placement deal at a discount.
They'd be fools to NOT want to have a higher share price for the conference because that just equals more dilution.
Raising $2M at $0.50/share is 4M shares vs. 1.3M shares if they offered deals at $1.50 because they're trading over $2.00.
This may be a stretch, but big (gaming changer) news can send OWC running. That's been proven MANY times over the last 14 months.
The company is in a much better position this February vs. last February. Much more has been accomplished in terms of studies (proof of concept) as well as Patent applications filed (and Innovation Patent in Australia granted).
