No, it's Authorized Shares that are proposed to be reduced, not Outstanding Shares. Currently the company has 499 million shares authorized, meaning that is how many shares it can issue. The proposal states to reduce that to 250 million, meaning the company believes it will never need to issue more than 250 million shares.
A reverse split doesn't reduce the Authorized Shares.
