You're right. ACS cannot cut a new deal with any Federal Agency or Department until after Feb. 8 at the earliest. That's when the 6th and most recent continuing resolution expires. That is also assuming the Senate does its' job and finally passes a budget! This is very frustrating. I'm halfway done e-mailing them.
