It probably varies by agency/department, but i recall in one federal branch, decisions were being made around Feb-Early April, and decisions announced late April-early May released funds on July 1 annual schedule. Do you know if DOD has such a schedule for annual procurement, or can they buy whatever they need whenever they need it?
