I'm not certain, but I believe he was speaking of their market cap, not the share price. They had roughly a $3 billion market cap which for OWCP equates to a roughly $21 share price. I would certainly be fine with that.
As for where the company goes long term, it will all be about revenue in a few years from now. A company like this can certainly justify a P/E of 30, when we reach the point that we're bringing in hundreds of millions to billions annually, you can see the possibilities.
