Yes, it is good news. Finally putting local project's to be built (if voted on) by local money and local taxes as it ought to be.

I imagine these congressman and women will find out how difficult it is to get state and local taxpayers to include another penny of taxes for every project they or there backers are wanting. No more trading votes.
