He could not have known how long (because of politics) it takes for a new item to get into the Federal Government's procurement cycle. Right now we're facing a potential shutdown or renewal of the continuing resolution (CR) that would delay that cycle even further! So yeah, sometime in 2018 is a realistic estimate on ACS selling to any Federal Department or Agency if chosen.
