I believe a big part of the problem is so many different politicians arriving at their own solutions and writing bills. What they need to do is all get together and agree on a single bill that they can put into law.

I wouldn't be surprised if a few bills are rolled into the funding agreement that they finally agree upon to keep the Govt. funded, and we'll later learn their are conflicts in the bills.

I really believe that what they need is quite simple for now.

A. Give the rights to the State's to regulate all forms of cannabis.
B. Permit banks in State's where cannabis is legal in an form the right to provide financial support to anyone working with it in a manner that's legal in that State.

The only thing beyond that which should eventually be done is legalizing it Federally, but getting Congress to agree to that is beyond where they appear to be willing to go.
