We know there is a plastics problem all,over the world. Absolutely no disputing that. The he problem, IMO, that needs to be solved is in the logistics of transporting and the cost of sorting. What we do know, and least I know, is that the plastic that the PTO processor runs, needs to be cleaned, sorted and transported. Finding a way to mitigate THOSE costs is the key.

Which is why getting the government and military involved is key, IMO. ALL of those issue are minimized in a military application. Logistics...done. Cheap labor to sort...done. Bases all over the country...done.
