My understanding is that the court fees must be paid to proceed with the appeal. What I was refering to was SAUTH's legal fees. Sorry for any confusion.

" (e) Payment of Fees. Upon filing a notice of appeal, the appellant must pay the district clerk all required fees. The district clerk receives the appellate docket fee on behalf of the court of appeals." found at the bottom of page 11 on the following link:
