'Obama legacy' my ass. There was this thing called the sequester, AKA the Budget Control Act imposed by a GOP Congress, that mandated less of an increase in Defense spending.

Good luck finding money in the teeth of the tax cuts that will explode the deficit without addressing either infrastructure or Defense needs.

Count on the GOP for a 'free lunch' by proposing to put it all on the credit card. And count as well on nut-job righties engaging in revisionist history and blaming it all on Obama.
