Unfortunately for places like Houston it will take someone connected to someone important to get hurt/killed for the laws to change. Law Enforcement will only work on traffic laws when they have time, except for Highway Troopers. But if you check the background on the many traffic laws we have on the books you will see where someone was killed or someone's were killed and a new law gets created. It's virtually all in the hands of the State Lawmakers as to the creation of the law that has no loop holes. The State Law makers are the key.
