You are dead on however I think here is more to it than just making payment on the OTC registration fee in order to get the stop sign removed.

NTEK stated they just hired a securities attorney to assist with the buyer beware designation therefore they should get everything up to snuff with the OTC (get rid of both unwanted designations) with one fell swoop.
