Do not read too much into the wording because although the proxy is dated 1/5/18 the actual share buyback wording or idea was already in place back in December 2107. How do I know that? Take a look at the SH meeting agenda written in Dec. 2017 and the share buyback plan had already been planned meaning the proxy may have been dated 1/5/18 but written in Dec 2017.

I do agree however the wording and timing definitely needs clarification from the company.
