Probably the ORG is purchasing these and storing a large percentage in the ICB (Institutional Currency Bin) where they sit in a "hold" position meaning they're not traded. This could be to the tune of around 8.5 billion shares. At the end of the reconstruction they will be bought back based on the value of the company and then be deauthorized. That's the plan.
