Grasshopper, it is good to read your posts again.
I have no idea what the manufacturing capabilities of CVS and/or Target/CVS are. However, if CVS, or any Big Box, would take on manufacturing themselves, they would have to register as a contract manufacturer establishment with the FDA and thus maintain a full quality system for this product. Big Box may repackage aspirin, medical tape, calamine lotion, pepto bismol and other over the counter products, but I am unaware of any big box that manufactures for their own use a Class 2 regulated medical device.
