Medicare doesn't cancel surgeries. Do you understand the difference between socialized medicine and private practice/group medical paid for by the government?
I saw a sensible proposal to lower Medicare eligibility to age 50. The value of preventive care at a time when job dislocation and higher health premiums are common would go a long way toward improving health care in that age group.
