I'll try to help you out. Laws are established by consensus of a legislative body and enacted by a majority of that legislative body. A regulation is policy enacted to enforce those laws. The probrem arises when agencies are allowed to implement policy without oversight or when politics rears its' ugly head, with the blessing of governemt (small "g". These entrenched beaurocrats are the problem.
