I don't believe you're correct, Wodebucos. He authorized the federal authorities at the state level to enforce anti-marijuana laws rather than hold them to Obama's hands-off policy. This is not 'relegating to the state level' any more than eating at the McDonald's around the corner is 'buying local.'
