Sorry but ACS cannot legally "work on something" with any part of the Federal Government until Congress passes the FY '18 budget and the POTUS affixes his signature to the appropriation. Only items already in the procurement cycle pipeline already are allowed to be paid for under the current continuing resolution. Once new (FY 18) funding is effective then finance officers, like I was for a year before cross training, can negotiate new deals. I encourage all readers to contact their members of Congress and tell them to get the job done! Pass funding appropriation for FY '18 and send the appropriations bill to the POTUS ASAP.
