No question in this day and age company transfer agents should be able to account for the location of every share ever issued by the company 24/7.
Sadly that is not the case and that is why there is over voting on most companies proxy votes. Blockchain and T+0 are going to revolutionize our markets and eliminate much of the fraud that has operated for years with impunity while our regulators looked the other way. Go IPIX!!!
