I was wondering the same thing. Is he being paid off to not sign it for as long as possible? Because they can't start the appeal process until it is signed by the judge to make it final, right? Or did the Judge catch wind of all the evidence R&G has against him and maybe he is trying to find a way to reverse himself without looking too bad?
