Because otcmarkets is a public company (OTCM) that collects fees and not a govt regulatory authority nor a market compliance authority and NTFL needs to get current on some filings to meet their tier structure.
The company is aware of this and has stated they are addressing it. otcmarkets tier doesn't prevent NTFL from doing their very successful business. New IPOs hitting the market lately doing very well.
