( left pocket vs. right pocket). you are right imo, that all this tax stuff will have very little, if any, effect on whether the state buys the app. or not. the main driving force that will determine sales will be the number crunching between cost of implementing the app. vs. pay out due to law suits. law suits, and insurance premiums will determine who implements safe driving apps. and who doesn't.
