Alan it is corrupt. I know Sox doesn't want to believe it. The answer he got from FINRA left out that the numbers could be significantly higher as well as lower. There was a great research study by Brandies University on illegal shoring citing OTC and FINRA numbers that have no bearing on what is actually shorted. Case in point DryShips was selling for pennies, the FINRA sales indicated shorting was small a percentage. When a rumor hit it could be bought, the PT shot up to $30+ yes that's right on over 11X the total outstanding shares. Now if your long you probably wouldn't be seeing the total outstanding shares be sold 11X on a rumor. It would certainly be less than 1X. Implying at least 10X the shares were naked shorts.
