Rural areas may have slower or more inconsistent internet than cities. Also, rural folks may be a little more old fashioned so streaming is not as much of a norm yet. Targeting cities and excluding rural zips might have a slight advantage. And then it could be done even further, films rural folks are more likely to demand could be targeted and reduced in cities.
