Yep. I think all Hanks needs is to partner with the right group and get this moving. It is fairly obvious that this cannot be built with convertible notes, and he is well aware that people are waiting for financing.

I don't think he plans on seeing it through to final build and the full refinery build. It only takes 6-9 months to get approval of the full refinery. Once they get a foothold, it will be easier to get the full permit. I think at that stage someone will just take out mmex.
