No, it isn't. It was actually called the "The Dwight D. Eisenhower National System of Interstate and Defense Highways" because it was meant to facilitate evacuation. The mostly unintended consequence was the suburbs.

But it was gubment money literally 'steering' Defense and socioeconomic policy.

And the list of government subsidies for railroads, highways, energy and agriculture were NOT made up by a 'college grad students with a fax and letterhead' no matter what you insist to the contrary, without evidence to support any of it.
