Laird couldn't get a permit. I hear it's difficult. But Kyle got one. My guess is that he thought he would get Kyle to get the permit but hide where the wreck was so Kyle would give up and then Laird could sweep in and get it all for himself. Short-sighted. SFRX gets it all now.
