The "War Room" is advisory to the President. He is Commander in Chief". The Congress has oversight authority. Somebody has to make the decision. Obviously, somebody is the adult in the room. Even making the point that there could be an "illegal" strike is undermining the chain of command.

I don't see your comparison between a field commander ordering genocide and an executive decision. It isn't going to happen in a vacuum.
