That's not what I'm saying. The 'commander in chief' is no less susceptible to giving an illegal order. THAT is what the general said.
Case in point. If I'd been in the Army unit as My Lai in '68 and an officer had commanded me to line 'em up and mow 'em down?
F.U. would have been my response, and no military court would've convicted me for disobeying an illegal order.
A helicopter gunship landed, in between villagers and a squad of Americans, and informed them that they would open fire on the Army unit if they did not desist.
The copter crew was decorated for their actions.
