My uneducated guess agrees with yours.
QMC has announced doubling the capacity of their large "reactor" from 2 metric tons to 4, and in Sunyn's interview of Ando-san, Toshi said they would expand capacity to 7 tons. They must be anticipating business to come, IMHO.
