Crooked, yes, legal / allowed, yes, ethical... this isn't church There was a large ask at .12 for the better part of the day, at one point up to 180,000 from what I recall. My guess is to attempt to encourage sellers / accumulate. Under the hood, things look extremely bullish with the trading to me... points to consolidation and accumulation.
