I repeat again, I really believe the outcome would have been the same without any settlement numbers and specifics. That's just the way the market and people react. Heck even on good news, a particular stock can easily sell off on "sell the news" mentality.
Nothing is perfect and there's always something to pick on.

We want to show the future "settlers" that if you settle with us now we will work with you, instead of rubbing further in their faces.
We don't gain much by rubbing in their face, only very short lived satisfaction is all we get out of it by doing so.
