I suspect that even a block for 200k-500k at .003 would not get filled.
500k shares is approx 1/50th of the float. The lower it goes, the easier it would be for someone to throw their penny stash at it and retire the float. If there were more investors here, NTGL wouldn't be trading anywhere near this range with the current share structure.
