Well for this particular company (PTOI) it is different because the OS stays the same, very few other companies on the OTC has had a Person like RH like him or not, stepping in to lend the company money.

Most other development companies on the OTC has to go down some kind of convertible debenture route, which causes a lot of dilution, that is not the case here so avenging down can lower your average price a lot for a little extra money compared to your original investment, and as long as the company makes you will make a lot of money.

the above is exactly the reason why I have been aveging down many times over the years, not so much lately where I have actually trimmed my position, but in any case if you have been invested for a long time and still believe there is a chance, then this is a cheap way of getting a lottery ticket with some chance of winning.
