If I were the CEO...I,would...have Madison Cty submit paperwork to the Feds or State and try to get them to pony up funds for a shredder to be put on the landfill site. Then I would have all of the neighboring plastic brought there and shredded in order to move more plastic per truck. After that I would give the county a 20 % discount on fuel for there maintenance vehicles...whatever.. The county then pushes hard for a Cty wide recycling program, emphasizing to property owners the discount they get on fuel and how that discount helps them keep property owners taxes down.

That's what I would do.
