Gas shortages are commonplace in SL. The shortages are "created" by the dealers so that they can sell petro on the black market and make a decent profit. The gov't won't let the station owners make any money, mainly because they have to subsidize the cost. Most companies have arrangements with the dealers to be able to stock up on fuel before they create the artificial shortages.
