IMO fraud alerts and other news stories about frauds are very much ON topic.
So are public service announcements -- warnings about scams, or viruses (internet, I mean) etc. There aren't that many of us here, if you don't count the multi-identities as more than one person. We have lots of readers from the other site, and you never know, maybe reading about scams might awake a lingering sense of shame in the pumper-dumpers.
