I would agree the mentioned lawsuit is fairly irrelevant to somebody wanting to do a deal with OWCP.
After all,OWCP is who brought the suit for the 'damages', so it's not like the result of this lawsuit will make or break OWCP and wipe out their research and Intellectual Property portfolio.
Just my opinion, of course.
