A 100% jump today to $0.04. It seems there was pent up demand for something to happen at the company. The two new board members and a new 'deal' in the works sparked a pop...even though everyone already knows this deal won't be any different than the last eight years of 'deals'.
On another note, it will be interesting to see what eventually happens with the new board appointments. Mr. Heddle must have had some reason to bring on the directors. Right now I'm guessing that both new directors feel they're responsible to do the CEO's bidding and might not realize they actually have a fiduciary responsibility to investors.
I'm not sure what Mr. Heddle has planned...but undoubtedly it's something which could be seen as working against shareholders' interests and 'independent' directors are needed to legitimize the plans.
If Mr. Aspin and Mr. Brain are smart, they'll log all of their interactions with the company and think hard about whatever they do. It's not uncommon for directors in this situation to find themselves in legal trouble. As investors can see, the previous fraud charges from the SEC didn't stop at PTOI's door nor at founder Mr. Bordynuik's door. Ronald Baldwin also was charged with fraud and all Mr. Baldwin did was look the other way as Mr. Bordynuik misrepresented data to investors. Mr. Aspin and Mr. Brain could find themselves in a similar situation if they're not careful.

Yes, I understand your penny stock also is the real deal, created with the inventiveness of Edison and destined to be the next Microsoft. Yes, I understand that the delays are also only because your company is making their product and/or technology even more revolutionary.
