Your metaphor of a 'coach and a team' is badly misapplied.

The branches of government were designed to be co-equal.

So it's not surprising that a Congress that has different constituencies
tries to protect those constituencies from Bills that they view as injurious to their constituencies.

But if you want to stick with that metaphor we can conclude that the 'coach' has insulted enough key members of the 'team' to sabotage his 'game plan'.
