I agree and I disagree. For NK, there absolutely is a nuclear option. Jong Un has been testing missiles on a regular basis with the intent to arm an ICBM with a warhead. I believe him to be insane enough to do it. Whether Guam, Hawaii or an attempt at the West Coast, that I couldn't guess. If someone thinks, "well gee wiz, we'll just shoot em down," think again. Some say yes, but that is highly unlikely.
Trump, for all his blubbering and drooling and useless rhetoric, has zero nuclear option. Unless he wishes total annihilation (I don't think he's that much of a psycho, although he is mentally ill), as China, Russia and other nuclear powers who have WOMD, will immediately counter with protective launches at us and/or our allies.
Even Trump's backdoor mime Steve Bannon said nuclear is not an option for us, and I do not believe even Trump will use the code. He'll just keep bitching, pissing and moaning and sounding like the full rectum that he is.
